I believe that people can be given special gifts from God. If God wills to give “Psychic Powers” to someone, then who is to say that He cannot? People can use “gifts” for the good of humanity. On the other hand, I believe that witchcraft is an evil that can open a door to the demonic side. I see at as being “dark.”
Psychic powers are not actually powers– as in, supernatural– they are abilities– as in, heightened awareness.
These abilities are something everyone is born with to some extent, some people have more talent than onters, and some people work to improve their ability. It revolves around perceptions and intiutions, not making changes.
Witchcraft is a practice– a skill you learn in order to work towards a goal. It revolves around making changes.
Witchcraft requires mental discipline thorugh meditation and such, which can result inadvertantly in a Witch improving and honing their innate intuitive abilities.
Psychic “powers” are powers…. they are supposed to be inherent abilities that some people are “gifted” with more than others. These abilities can be trained and honed to be more powerful and almost anyone can train themselves to tune into their own latent psychic powers, but some people are just more apt at it than others… kind of like you get some cello virtuosos who know how to play before they even pick up the instrument and then you get people like me who could probably learn how to play the theme from “Jaws” if I trained for about a year or two, and still mess it up, but I’d get close. Gifted psychics often don’t intend to become psychics, they are often thrust into it by the sheer depth of their innate talent at it. Some people even claim that the spirits choose certain people for these tasks without their knowledge or permission.
Your character sounds like she would be a psychic virtuoso kind of person, someone who could pick up the skill quit naturally without even trying, often to frightening effect if she’s unprepared and untaught.
Witchcraft is as craft… it is a skill that is learned. Indeed, like psychic abilities, everyone is capable of it in some degree and some people are really good at it while others struggle, but I think the playing field is far more even when it comes to witchcraft, especially because there are so many different types of witchcraft and so many different skills within the topic of witchcraft. I wouldn’t call psychic abilities witchcraft… it’s an ability that can be crafted that some witches are very good at, but it’s not quit the same. Witchcraft is intentional, you can’t be a “born witch” or accidentally start casting spells. In fact, witchcraft is all about intent. Usually witchcraft takes the form of spells that are cast in order to create change, while psychics merely “see” or glimpse things that are otherwise unseen such as otherworldly beings or future events and their “sight” has no real effect on these things other then to make them observable. It’s like the difference between a carpenter that builds a house (witch) and an artist who sees its beauty (psychic).
I would be more likely to consider your character a psychic than a witch… unless she’s also doing spells to help people change their destiny.

Witchcraft in my opinion is often more religious. They base their power through worship to nature and their gods, most often the Mother Goddess. Often practictioners either interpret their power with positive intentions and for good (“with harm to none” is a common witch saying among pagans), but there also those who have more selfish or malevolent intent. But this is me drawing on Wicca here.
Psychic powers are not as spiritual as they are physical. Often they are based not on worship or magic, but on heightened brain activity or enhanced genetics. Ghosts are not seen as magical exactly, but rather more logically thought of as energy beings on other planes or dimensions, caught in-between transition.
